Dawn Wooten is the whistleblower who worked at the Irwin County Detention Center (ICDC). The center is operated by Lasalle Corrections. Wooten made a complaint with the office of the Inspector General for the Department of Homeland Security. She had questioned several of the detainees in regards to why they were seeing the doctor, many had the hysterectomies and did not know why. Wooten said the facility reports these procedures do to heavy menstrual cycles or other serious pain, but “everybody’s uterus cannot be that bad.” This is far from the first time in the United States that the human rights of minorities in forms of eugenics has been used. In 2013 North Carolina passed an appropriations bill compensating victims of eugenics $50,000 for sterilized victims by the eugenics board of North Carolina in just one example.
